Holiday Hours

This is our last full-sized listing for 2008. We may post a few jobs and housekeeping or informational items in the waning days of the year, but overall, expect a skeleton operation here until approximately January 5th or thereabouts.

Outreach Process Partners specializes in government agency & and contractor communications. They note opportunities for Director of Communications (Annapolis, MD) and Outreach Specialist (Annapolis or New Orleans) on their company site. They also have recently advertised a Director of Outreach Communications position, working at a client site in Winchester, Va. I’ll let you sort it all out yourself.

The American College of Surgeons has an opening for an Assistant Director for Legislative Affairs with particularly meticulous skills and legislative/health policy experience.

There’s a fellow in the news recently who appears to have done pretty well for himself after starting out in community organizing. I can’t guarantee that working as Executive Director for Buyers and Renters Arlington Voice (BRAVO) will start you on a career arc that ends up at 1600 Pennsylvania, but you’ll never know unless you try. Bilingual is a plus, apply by Feb. 9. Note: job found via idealist.org – they’ll eventually ask you to register (free, relatively painless) after a few visits.

The Executive Director, Budgets at George Washington University is a little outside our usual scope of flack, do-gooder and lobbyist-oriented offerings – but it sounded enough like a big deal that we thought it deserved some play here. The ED,B will be responsible for the development of financial plans for the University and oversee the preparation and management of operating and capital – with a cheerful and obedient* staff of twelve to do your bidding. Via Diversified Search.

The Executive Director of Government Relations, Laboratory Operations for Batelle supports the execution (and, I’ll wager, the funding) of their activities at this roster of National Laboratories: Pacific Northwest, Oak Ridge, Idaho, Renewable Energy, Brookhaven, Lawrence Livermore – as well as the National Biodefense Analysis and Countermeasures Center. Frankly, the whole thing sounds cool and impressive. Search here if previous link proves iffy.

MetroStar Systems provides collaborative solutions designed to integrate people, processes, technology, and learning across an organization and its geographic boundaries. They seek a Social Community Associate (note: pdf link) to manage online social network communities related to new media activities. Accordingly, this looks like a possible entry-level opportunity.

Bayer would like to procure a Legislative Assistant to monitor congressional and administration activities critical to Bayer’s Crop Science, Material Science and Healthcare divisions, along with some administrative work supporting their government affairs activities. Search through here, using job ID 6515, if previous link fails.

I know a few of our viewers come from the graduate school of public policy/administration community, so perhaps someone will enjoy seeing this RAND Corporation Researcher (use advanced search, job ID 2238) opportunity specifically calling for PhD in Public Policy, Policy Research, or Policy Administration (or a similarly designated graduate program) candidates. DC, Pittsburgh, or Santa Monica locations are possible.

The Center for American Progress has an immediate opening for a Senior Policy Analyst with with energy/environmental policy experience; especially related to renewable energy. The Cable Guy

Not necessarily public affairs-related, but staffing agency NRI has recent listings for more than twenty administrative positions (including temp work) in the DC area.

Two levels of public affairs opportunities at the Transportation Security AdministrationLegislative Affairs Specialist - SV-301-H/I (pay range: $55k-$105k – but with conflicting and less-remunerative info in body of description) and Legislative Affairs Specialist - SV-301-F ($32k-$71k). Deadline for both postings is Dec. 22.

Time Warner Cable seeks a Vice President, External Affairs (search for DC opportunities or use req. # 109857BR) to forge relationships with third parties, including intergovernmental organizations, trade associations and coalitions, think tanks, advocacy groups, and academic institutions. A minimum of six to eight years experience in government relations, public policy advocacy or related fields, with a focus on cable, media and/or telecommunications is desired. Bonus Coverage: Manager, Regulatory Affairs (Herndon, Va., req. # 109900BR) and TWO Executive Assistant positions for the DC Govt. Affairs operation (109834BR & 109836BR) are also available.

Staying with the telecom beat – the folks at Cablevision are looking for a Secretary (search DC location or use req. ID 7602BR) to set up and run a small office in the Washington DC area. Besides their sizable NYC-area cable operation, Cablevison owns Madison Square Garden, Radio City Music Hall, and Newsday.

The US Apple Association would like to pick a new Director, Industry & Regulatory Affairs. Responsibilities include management of economic information program, regulatory representation, and program budget and committee work. Vienna, Va. location.

Today’s specials at the National Restaurant Association: Lobbyist & Online Executive Editor positions. They’re looking for substantial Capitol Hill experience for the lobbyist slot – and eight years of online writing experience for the Online Editor position. (Eight years? That seems awfully long, given the relatively short history of the web as we know it.)

Waggener Edstrom Worldwide's Global Public Affairs Practice is currently searching the four corners of the earth for an experienced Public Affairs Account Manager for the DC office. Agency experience and public affairs background, with issues management and stakeholder engagement are among their wants. They tout their independence, passion, and free-thinking vibe – perhaps you should, too. Search here if direct link gives you trouble.

Capitol Advantage, developer of political and advocacy-related software, seeks an assortment of sales and web development staff.

The Tri-State Generation & Transmission Association helps keep the lights on for over one million customers in Nebraska, Colorado, New Mexico and Wyoming (yes, I know that’s four states). They’re in search of a Federal Government Relations Manager with legislative/policy experience related to energy and electrical co-ops. This listing references a Westminster, CO job location, but I have seen a possible DC-location for this job mentioned in advertisements.

The Biotechnology Industry Association has cast their ballot for a Director of Federal Government Relations with a Democratic background. Health care experience is required, a JD, Masters or other advanced degree would be nice.

Today’s job search resource is from large-scale job aggregator Simply Hired. If it only really was all so simple.

Railroaded

An unnamed business services company, Charm City location, is seeking a Vice President, Market Research for their government affairs practice. Successful candidate will be responsible for business development for survey research with the communications/PR firms, and association/professional society clientele.

Ripped from today’s screaming headlines (ok, actually from yesterday’s New York Times), we bring you an opportunity to jump onto the tracks at the Railroad Retirement Board as a Legislative Assistant. Apply by Jan. 9, salary range: $58k-$75k, job ID 09-DEU-04.

This Director of Marketing position with an unknown (but possibly real estate-related) Rockville-based company also appears to have a strong external relations and communications component. Salary range is $100k-$120k. Search conducted by MJ Morgan Group.

MPRI is a 3,000-strong national/homeland security and government contracting company. If you click on their current job listings you’ll find several public affairs, communications & web-related jobs in their Arlington offices – although you’ll have to wade through plenty of other technical and program offerings, as well.

Working as a Public Affairs Specialist at the National Oceanic and Atmospheric Administration (NOAA) sounds pretty cool on its own merits – for one thing, you’ll serve as NOAA’s rep on the Communications Working Group of the Climate Change Science Program. Better yet, they’ll put somewhere between $82k-$127k a year in your pockets. Apply by Dec. 22, job ID UNSEC-PCA-2009-0003.

Do you have two to three years experience in a military aviation acquisition environment, communications and writing skills, and a willingness to work 20 to 29 hours a week based out of Patuxent River, MD? If this rather specific skill set fits you, apply to be Senior Communications Specialist with Wyle Labs. A less-senior Communications Specialist position may also be available for those with a shorter resume.

The American Association for Certified Public Accountants seeks a Director of Congressional and Political Affairs. Lobbying, legislative analysis/reporting, PAC fundraising and political event attendance (as in “honey, I’ll be home late – gotta stop in at the Schumer reception”) are all part of the job description. They’re also looking for ambitious, energetic, and driven-to-succeed types.

Perhaps it’s too late to apply for the Jan.-May 2009 Intern/Work Study opportunity at the National Parks Conservation Association – but they don’t cite a deadline – so if you’re interested in researching and reviewing legislation and policies and their impacts on national parks, then this may be for you.

The Alliance for International and Cultural Exchange seeks an Assistant Director to manage advocacy efforts with Congress and the State Dept. in support of international exchange. No word about actual international travel opportunities for the chosen applicant in their ad – but it has to be part of the package, right?

Today’s job-searchers resource is perhaps the most bookmark-worthy we've seen yet – Ned’s Job of the Week – a since-2001 operation that now features communications, defense and hospitality/event-planning opportunities, along with an apparently sizable and devoted readership. Here’s some detail about its eponymous leader. Thanks much to P. for the tip!

A listing with a caveat: clean energy firm EnerNOC is referenced as looking for a DC-based Senior Manager of Western Regulatory Affairs in this late November VentureLoop listing – however the EnerNOC career page shows no regulatory affairs jobs currently available (several marketing opportunities are available). So, there’s a definite likelihood this position has been filled and/or the description is otherwise outdated, but if you’re looking hard for an energy regulatory job, it may still be worth investigating. Note: we usually wouldn’t list a probably-outdated job like this, but we’re making an exception for an interesting sounding position.

Comprint Military Publications has an immediate opening for a full-time General Assignment Reporter in its DC Navy Yard-area office. Quark &/or PageMaker knowledge a must.

Staying on the news beat – WNAV (1430 AM, Annapolis, MD) is scanning the dial for a News Director (part time news anchor and DJ/board-op slots also available). Some local broadcasting trivia for you – WNAV is partially owned by this TV legend (who is actually a genuinely great guy in real life).

We featured this Director of Regulatory Affairs opportunity with Amgen in our Nov. 17 issue. Now it appears Amgen has added a similar item to their holiday shopping list – an Executive Director for Global Regulatory Intelligence. For more perspective – and to also see a Senior Manager, Regulatory Affairs posting, you should probably just search for DC opportunities at the Amgen careers page.

General Dynamics Information Technology is in search mode for a Strategic Communications Program Manager (search using job ID 151381) with 8+ years of communications and public affairs experience for activities including messaging, and web site development, and staff supervision.

Looking for an entry-level government relations position? Healthcare giant Humana describes their Government Relations Specialist as just that. You’ll assist the Humana GR office with a smorgasbord of scheduling, correspondence, filing and reception work.

Old Town Alexandria location just two blocks from local breakfast/lunch institution Jack’s Place.

The Federal Reserve Bank of Richmond is located in two towns besides the titular capitol of the Confederacy – Charlotte and Baltimore. It’s in the latter of these that they seek a Public Affairs Intern for part-time work from January to June (although they appear somewhat flexible on timing). Mattel would to see a new Director Public Relations this under their Christmas tree. Sweet Benefits

The Department of Homeland Security is hunting down their next Executive Assistant for what they describe as a broad range of administrative, research, analytical and liaison duties. For all that and more, they’ll fork over $58k-109k per year. Job ID: DHSHQ09-3007 – apply by Dec. 17.

First off – the Online Communications Officer posting at the United Nations Foundation sounds rewarding on its own merits – primary duties include helping provide/edit content for the foundation’s multiple websites and overseeing their social networking presence. But the benefits at UNF seem particularly sweet: 100% of medical, dental, vision, life and disability insurance premiums for its employees, 20 days of paid vacation per year, 12 paid holidays, three personal days, and an immediately-vested 150% matching 403(b) contribution up to a limit of six-percent of employee pay.* You have until Dec. 19 to apply.

The Uniformed Services University of the Health Sciences is seeking a Vice President, External Affairs to serve as contact for the community, local, state, and federal government entities, and in particular, to advance their policy interests before DoD and Congress. The University is located on the grounds of the US Naval Medical Center in Bethesda, Md. Pay is $140k-$210k per year.

Cubic Corporation needs someone who “possesses detailed and functional knowledge of the Marine Corps and joint/combined Planning Process and joint doctrine related to Public Affairs, and understands the linkage and relationship between Pubic Affairs and Information Operations and mechanisms by which Public Affairs and PSYOP capabilities mutually support one another.” The person with that portfolio could well be Cubic's next Public Affairs Analyst, working out of Quantico, Va.

The Washington Regional Transplant Community is looking for a donor for their Public Affairs Associate (scroll to bottom of page) position. Primary duty is to assist with communications efforts, particularly toward media, hospitals, and the community to help increase the number of people agreeing to donation via driver’s license or online registries.

The Rubber Manufacturers Association (rubber as in tires and elastomer products) would like to hire a Director of State Government Affairs for what looks like a typical slate of state legislative and advocacy activities and responsibilities.

Not DC-area – but definitely non-profit: ACCION International invites you to “experience U.S. microlending first hand” as an Americorps/VISTA Entrepreneurcorps Volunteer. Some cost-of-living compensation and healthcare benefits provided, and it surely would spark up the resume a bit. Opportunities referenced in Boston, Atlanta or Miami – I won’t speculate as to whether any of you young sharpies could convince ACCION to let you operate out of their DC-offices.

The Environmental Defense Fund is in search mode for a Policy Specialist with expertise in energy policy to help formulate EDF energy policy and assist in legislative outreach related to their National Climate Campaign. Two items to note: first, the position is funded for a one-year term, with possible of extension is dependent upon funding – and secondly, Environmental Defense is the only environmental group to receive an A rating from Wired magazine.

The New America Foundation is a nonpartisan public policy institute that invests in new thinkers and new ideas to address future challenges. Perhaps you can convince them to invest in you as their Program Associate, Health Policy Program. Primary responsibilities include fact sheet, issue brief, blogging & commentary writing – along with media relations support and event management. Health policy experience, preferably Capitol Hill-based, is among their ideal qualifications.

Why are we including the Public Affairs Officer listing at Dartmouth College (Hanover, NH) here? Simply because it somehow (accidentally, serendipitously?) came up in a search for Maryland public affairs opportunities, and we thought perhaps someone lonely, cold-tolerant soul among our readership is pining for a job back in the Granite State.

Today’s job search tool – don’t forget the always-relevant employment page of The Hill magazine (est. 1994).

* Perhaps you could elicit a nice chuckle from your current employer's HR department by asking if they'll consider matching the UNF benefit package. However, you should probably avoid taking this to the boss, especially if it's been a less-than-great year for the old balance sheet. Not to mention the inevitable question as to what the hell are you doing checking out an employment-related blog, anyways? Tell you what: forget the whole idea.
