There's some relevant info here in our Capitol Hill job resources edition - http://publicaffairsjobs.blogspot.com/2009/11/capitol-hill-jobs-internships.html - we are not aware of a House compendium like the excellent Senate employment bulletin - http://www.senate.gov/employment/po/positions.htm - but you can always take the last House of Reps. job you find here - like this one - http://wwwd.house.gov/vacancies/VacancyDetails.aspx?PositionID=1826 and keep adding 1 to the ID# at the end of the link (so ID=1827, ID=1828, etc.) - sometimes they skip a few, so keep trying a few numbers ahead.

Be aware that things move so quickly on the Hill that typically by the time a position is posted, it's already been filled or the process is well underway. The single best way to get a Hill job is to already be there (interning if nothing else) or be in very regular contact with people who can put your name in the running.
Certainly the higher-level positions consider outside applicants, but you need to really stand out to get noticed.
