United Nations High Commissioner for Refugees - Congressional Affairs Associate (part-time)

temporary position

Washington, D.C.

The United Nations High Commissioner for Refugees (UNHCR) seeks a temporary (part-time) Congressional Affairs Associate to work in its Regional Office in Washington through October 30, 2013. The Associate will help the Protection unit of ROW in extending its education and outreach to the United States Congress. In the United States the Protection unit informs government officials, attorneys and non-governmental organizations about international standards of refugee protection and protection for stateless individuals. Its staff meets regularly with these partners on refugee protection and stateless matters specific to the U.S., provides comments on proposed legislation and regulations, submits “friend of the court” briefs on select issues, monitors compliance with international standards and conducts training sessions and public presentations to a wide range of audiences. The office also monitors detention conditions of asylum-seekers and stateless individuals and works in support of the development and use of alternatives to detention for them.

The Associate will play a logistical role in establishing and enhancing relationships with congressional offices; educating congressional offices on the needs of refugees and the efforts of UNHCR to protect and assist vulnerable persons; conducting background research on issues of concern. The position requires a dynamic team player with a strong understanding of the U.S. legislative process. The position is part-time (20 hours per week).

Responsibilities of the Associate will include:

• Setting up appointments logistics with relevant Congressional offices

• Prepare, draft and edit background memos and follow up correspondence

• Organize and prepare all documents and resources for Congressional meetings

• Attend hill briefings and/or hearings related to refugees and asylum seekers

• Monitor Congressional activities on key issues related to refugees and asylum seekers

Position Requirements:

• University degree in political science, public policy, or related field

• Strong understanding of U.S. Congress/prior Hill experience required;

• Familiarity of refugee protection issues in the United States preferred;

• Awareness of U.S. national and local political climate;

• Knowledge of humanitarian assistance and/or human rights;

• Excellent oral and written English ability
