Intergovernmental Personnel Act Opportunity
This position will be filled under the terms of the
INTERGOVERNMENTAL PERSONNEL ACT (IPA).

The National Background Investigations Bureau (NBIB) is seeking candidates for the position of Communications and Advocacy Strategist in the Communications and Legislative Office and is inviting individuals who might be interested in an Intergovernmental Personnel Act (IPA) assignment to submit an application. Duty location: Washington, DC. Salary range based on experience in the range: $82,000 to $106,000.

The legal authority for assignments under the Intergovernmental Personnel Act is title 5, United States Code, sections 3371 through 3376 and 5 USC 9808. The regulations can be found in 5, Code of Federal Regulations (CFR), part 334.

The primary purpose of this position: The Communications and Advocacy Strategist will develop and implement innovative communication and outreach strategies designed to engage Congress, partners, stakeholders, and employees. Moreover, the strategist must harness their passion for strategic communication, government relations, and media relations to develop and implement strategies to advance OPM/NBIB’s initiatives.

Major Duties and Responsibilities: Establish and implement comprehensive communications and outreach strategy consistent with NBIB’s strategic plan. Design strategies and communication plans, including the development of key messages and online communications; e.g., leadership messages, PowerPoint presentations, and talking points. Create strategic messaging, including structuring a multi-faceted message platform, writing and shaping messages designed to communicate the success of the merger into the Department of Defense. Help develop a visual identity to support the messaging, and align employees with the new strategies and objectives identified by senior leadership.

Qualifications Required:

1. Minimum of five years of progressive experience in communications, stakeholder engagement and outreach, website development, technical writing and editing, and social media;
2. Demonstrated ability to effectively communicate (both verbal and written) complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives;
3. Ability to attain and maintain a Top Secret security clearance.

Job Responsibilities:

Basic Qualifications:
