The Intelligence Community's (IC) success depends on the trust and support of the American people and the ODNI's Office of Civil Liberties, Privacy and Transparency (CLPT) leads the IC in its efforts towards greater openness and accountability. 

CLPT leads the integration of civil liberties and privacy protections into the activities of the Intelligence Community. This includes overseeing compliance with privacy and civil liberties in programs administered by the ODNI and ensuring that the use of technology sustains, and does not erode, privacy. CLPT is also responsible for institutionalizing the Principles of Transparency for the Intelligence Community, which guide decision-making on how the IC can offer insight its activities, and perform our vital mission more efficiently and effectively, while ensuring our sources and methods remain protected. CLPT also champions the Principles of Professional Ethics for the Intelligence Community: Mission, Truth, Lawfulness, Integrity, Stewardship, Excellence and Diversity. These fundamental ethical principles unite professionals across the IC. 

Our overarching purpose is to ensure that the IC conducts itself in a manner exemplifying American values and provides confidence that, whether on the public stage, or subject to the sometimes-necessary secrecy our work requires, the IC's actions are lawful and effective, as well as ethical and wise. 

Major Duties and Responsibilities 

This position serves as the lead creative technologist, enhancing the IC's public facing transparency activities with your unique voice and vision. This includes leading the multimedia design and development team behind Intelligence.gov, the new digital front door for the U.S. Intelligence Community - a platform entirely devoted to facilitating greater openness with the public we serve: 

Execute Civil Liberties and Privacy Office's (CLPO) duties as they relate to the Office of the Director of National Intelligence (ODNI) and across the Intelligence Community (IC). 

Lead a talented, multidisciplinary team to produce highly engaging multimedia projects, capturing requirements and marrying them with the best-available technical solution, as well as the best practices for digital design and open government. 

From digital interactives, to the release of documents and data, to video production, and more, you'll define project goals, scope, and requirements for all phases of production to determine the required team and technical resources needed for successful, timely product delivery. 

Whether working on internal or inter-agency projects, you'll collaborate closely with our strategic, technical, and administrative partners in the pursuit of not just the best quality product, but an improved process that benefits future products.

Enable the IC to pilot new initiatives and explore new ideas via stakeholder identification, contextual inquiry, structured ideation sessions, rapid design prototyping, and user-centric evaluations - building relationships, as well as broadening our base of knowledge.

Maintain – and elevate – the editorial content, design and production process for Intelligence.gov and other public-facing IC transparency platforms, helping to chart a strategic, and sustainable path for improving these essential resources.

Be an articulate voice during internal and external presentations, relied upon to develop and share your expertise in collaboration with others, as well as represent CLPT and the IC to stakeholder groups within and without the government.

Manage CLPT's outreach portfolio to the government, academia, and private sector, fostering awareness, pursuing collaboration, and assessing the impacts of emergent transparency-enabling technologies and methodologies.

Create new policies and processes that will help to establish will reflect the Principles of Professional Ethics for the Intelligence Community: Mission, Truth, Service, Lawfulness, Integrity, Excellence and Diversity.

Minimum Qualifications Required: Mandatory Requirements


Extensive knowledge of federal civil liberties statutes, regulations, guidelines, policies, and procedures.
Extensive knowledge of the IC, law enforcement, and counterterrorism information sharing and privacy issues.

Extensive knowledge of international, state, and local civil liberties issues, including the demonstrated ability to analyze information and database technologies that may implicate privacy protections.

Extensive knowledge of research methodologies and legal practices to conduct research, interpret laws, regulations and policies, analyze issues, and draft findings, assessments, and make recommendations.

Demonstrated organizational and interpersonal skills, including the demonstrated ability to manage competing priorities.

Demonstrated oral and written communication skills, including the demonstrated ability to clearly convey complex information and ideas to all levels of management.

Demonstrated analytic and critical thinking skills, including the demonstrated ability to conduct assessments, to identify issues and to develop process improvement recommendations.

Demonstrated skill in negotiating and consulting and superior judgment in applying principles to identify and solve problems.

Desired Requirements

Three plus years' experience supervising teams developing user-facing, creative, interactive experiences, including managing with both very long and short timelines, and forming a coherent strategy for each.

Working understanding of the building blocks of web development (HTML, CSS, Javascript, JSON, PHP, working with APIs, 508 compliance, etc.) and an ability to get in the weeds and work with developers or other experts to effectively realize a creative vision.

Experience with common content management systems such as WordPress, Drupal, Joomla, and SharePoint as well as code-management platforms such as GitHub.

Experience with creating online campaigns and digital graphics, including the use of common platforms (Twitter, Facebook, Instagram, etc.) as well as common creative platforms (Adobe Creative Suite, etc.).

Experience with managing live in-person and virtual events, including press engagement, annual conferences, creative co-creation events, hackathons, etc.

Experience with video production pipelines, including scripting and storyboarding; site selection and talent prep; editing and post-production.

Demonstrated ability to write creatively and clearly, rapidly synthesizing new information into accurate, engaging, persuasive presentations for a range of audiences.

Familiarity with the principles, process, and reporting requirements for the U.S. Open Government Directive and the international Open Government Partnership.

Knowledge and understanding of Intelligence Community's organization, mission, and structure.
