    Responsibilities:

    The American Association for Homecare senior manager of government affairs will assist in the development and implementation of the Association’s agenda for legislative and regulatory advocacy across a broad spectrum of issues that include Medicare competitive bidding for home medical equipment, power wheelchair issues, oxygen issues, diabetes and supplies issues. S/he will be supervised by the Vice President of Government Affairs and assist in the management of various councils of the Association; will have regular contact with elected officials, congressional staff and regulators; and will consistently update Association staff on the progress of advocacy efforts. The senior manager of government affairs will incorporate the goals of the organization into legislation and policy; assist with the development of develop policy analysis, position statements, and fact sheets. Additionally, the senior manager of government affairs will assist in the preparation of written and verbal testimony.

    Principal accountabilities:

    • Identify, create and act upon strategic opportunities to promote the Association as a leading voice of the home medical equipment community in the country and communicate the industry association’s interests to the government and other key stakeholders.
    • Build positive external relationships with government representatives, key legislators and staff (representing all political parties) and other stakeholders to communicate the Association’s perspectives, interests and public policy positions.
    • Review legislation, budgets and studies, and present persuasive arguments for the industry’s position related to same.
    • Build positive relationships with other business associations and professional organizations in order to strengthen the Association’s position on key issues: identify and pursue opportunities for information-sharing, collaboration and joint advocacy.
    • Communicate with members on public policy issues in order to understand their needs, identify the issues of top importance, receive member input and respond to member questions and requests. (When necessary, this will include the creation and co-ordination of member working groups or committees.)
    • Assist and then manage key issue councils of the Association.

    Organizational relationships:

    The position reports to the VP of Government Affairs and collaborates closely with other team members of the government affairs department as well as the communications and membership departments.

    Knowledge, experience and competencies:

    • Minimum five years employment where major responsibilities included role as an advocate/advisor/researcher in public policy.
    • Excellent project management skills including priority setting, planning and budgeting.
    • Strong analytical and policy development skills, with a comprehensive understanding of government processes and influences.
    • Excellent communications and interpersonal skills, ability to influence and achieve consensus and collaboration; strong customer service orientation.
    • Ability to work effectively independently and as well as part of a team in a small office environment.

    Education/Background:

    • University graduate, preferably in political science, public administration or economics, or employment experience equivalence. Health care association experience and/or Capitol Hill experience would be preferred.
