AcademyHealth - Senior Manager, State Policy & Technical Assistance

AcademyHealth, a leading national organization serving the fields of health services and policy research and the professionals who produce and use this important work, is currently seeking a Senior Manager to be an integral member of the State Policy & Technical Assistance team.

Incumbent will work on two grant funded projects of the Robert Wood Johnson Foundation focusing on implementation of Affordable Care Act (State Health Reform Assistance Network) and payment reform (Managing & Learning from Payment and Delivery System Reform). The senior manager will assist the program directors in the day to day management of both programs and take a lead role in working with a select group of states and in identifying and managing the technical assistance needs via the State Network program.

Candidate will also work w/ payment reform grantees to conceptualize and provide technical assistance, disseminate lessons learned, and coordinate grant management.

Responsibilities:

• Track current health policy events (e.g., legislation, regulations, politics, etc.) in selected states from both an insurance coverage and payment reform perspective.
• Analyze ACA implementation resources in states outside the program and identify opportunities for cross state learning.
• Lead, and participate in, conversations between internal and external stakeholders, and participating in both onsite and offsite meetings.
• Draft reports and other written products that synthesize learnings from the programs.
• Track activities of expert technical assistance providers in each of the selected states.
• Create/manage project work plan and activities including, defining the scope of work, timelines and monitoring progress on deliverables.
• Update work plan in preparation for bi-weekly calls with funder and project partners.
• Contribute to topics of focus for convenings, both in-person and via webinar, and work with partners to develop agenda and identify key thought leaders as speakers and participants.
• Run quarterly check-in calls with grantees
• Review written products produced by technical assistance providers.
• Work closely with communications staff to create a dissemination plan for products and webinars.
• Provide managerial support to the State Health Research and Policy Interest Group.

Essential Qualifications:

• Demonstrated interest in health care and/or public policy.
• Understanding of the implementation of the Affordable Care Act, especially the coverage expansion provisions and how they have been implemented at the state level.
• Familiarity with the state healthcare quality initiatives, including but not limited to Accountable Care Organization and other coordinated systems of care.
• Strong organizational and analytical skills, including attention to detail in research and product development.
• Excellent interpersonal, oral and written communication skills.
• Demonstrated project management experience, including a demonstrated ability to efficiently plan, prioritize, and manage complex, multiple projects simultaneously with limited direct supervision.

Preferred:

• Master's in public policy, health policy, law or related field
• Previous experience working in health policy, ideally 5-7 years of research, advocacy, political or policy development related background in health or closely related policy field.
• State experience/strong understanding of state and federal government health program structures and related politics

Salary range: $75,000 - $95,000.
