Request for Proposals: Report to Congress

Deadline: May 31, 2018

National public health organization seeks contract writer to develop and write a technical, well-cited 20-25 page report to Congress and federal agencies outlining the current landscape and determining calls to action. Reports to Congress are effective tools to inform and disseminate ideas, research, and recommendations. The organization wishes to use this document to advance their mission of serving the public by providing a resource that advances health theory, research, practice, and policy in this space.

Goals & Approach

Sections germane to specific stakeholders and areas of jurisdiction will be identified: education, defense, labor, transportation, etc. Specific calls to action will be framed in each section.

1. Create an unequivocal document that is well-cited and will be the premier resource in the space of the respective organization.

2. Identify near and long-term goals. This must include clear, actionable charges; such as reports from agencies and to Congress, etc.

3. Summarize current landscape, data and findings based on organization’s existing assets (polls, data, etc.)

4. Discuss future research in an outlined and prioritized agenda.

5. Connect current and needed research with implications for public safety and health that include calls for action in policy and practice.

It must be established that action is required. Additional research is not needed to begin making substantive changes.

Audience

The report must be written in a style that is easily understood by policy makers without a scientific or medical background. The report will be directed to Congress but its contents will have critical value to all stakeholders in the space including but not limited to: NHTSA, FMCSA, CDC, NIH, DOT, NSC.
